The distinction in that the value set does not contain the "definitions", the code system does.

Regrettably, this is not the correct "formal term". In formal terms, it is merely a "locally-defined code system, with a value set that is all codes from the code system." The distinction in that the value set does not contain the "definitions", the code system does.

Suggest it read "In formal terms, this is simply a locally-defined code system, and the binding is to the value set that is all of the codes in that code system."
