His proposal was to position these in the hierarchy. Beeler noted that detailed review of the circumstances showed that these were codes that were in the data base, but were '''not''' being expressed in ballots or tools. In early 2008, a change in publishing vocabulary exposed these codes, for which no Harmonization proposal or related documentation could be found. Endorse Harmonization Proposals
