V3 Templates vs FHIR Profiles

Introduction
Templates in V3 and Profiles in FHIR accomplish the same basic task: make base artifacts specific enough for implementation needs. Both use the same tools: constrain and extend. Both have more or less the same meta data needs. Nonetheless the way V3 templates and FHIR profiles are expressed are somewhat different. Some of those differences come from differences in the implementation technology (e.g. query parameters in FHIR) and are hard to avoid, but others seem arbitrary and may be harmonized.
This page aims to find similarities and identify differences between the two as a basis for discussion on harmonization.
