1. Test with current design. Vendors need to pass schema & DI validation, and use Schematron to identify other issues, understanding that Schematron will throw many spurious errors. I'm working on a list of those.
2. Begin adding templateIds to all observations for the ballot. Vendors who wish to can implement these as well, but we won't hold up the ballot for this.
