I can't find a requirement for Realm's to be registered affiliates, as indicated in the text. Moreover, it now appears that implementers who constrain affiliate messages (e.g. a province implementing a constrained version of a Canadian message) are also obliged to use their own realm extension on messages.--Robert grant 00:40, 17 September 2008 (UTC)
