The length of XCN.13 is listed as 2..5 in the guide and refers to the unconstrained HL7 table 203 (Identifier Type) - the smallest value in that table has only 1 character and currently causes an error - example 'U' for 'Unspecified Identifier'.

The same applies for CX.5 and XON.7.

[edit] Recommendation Change length to 1..5 and issue errata to ELR R1, so NIST tool can be updated to reflect that.

[edit] Rationale If a field requires use of an HL7 table, it should support ALL values, hence adjust length accordingly - else constrain the table to exclude the value.
