Issue
The usage note under TQ1: "Since the TQ1 group can only appear once in the message, none of the values in TQ1-12 make sense, thus should not be sent." Does not seem to be correct - each ORC-OBR can only have 1 TQ1, but the message can have more than one ORC-OBR group. Suggest to rewrite to state: Since the TQ1 group can only appear once in each Observation_Group in the message, none of the values in TQ1-12 make sense, thus should not be sent.

- Motion to change text to: "Since the TQ1 group can only appear once in each Observation_Group in the message, none of the values in TQ1-12 make sense, thus should not be sent." as errata. Riki Merrick, Les Keepper
- Need to change LOI as well.
- Also change the conformance statement LRI-51 to The value of TQ1-1 (Set ID - TQ1) SHALL be valued "1". Accepted for motion.
