Issue
OBR-26 has a definition that would imply that it can only be used to link parent/child for micro-organism and chemical species. Other scenarios, e.g., frequency greater than one, can use this construct as well.
Recommendation
Therefore to avoid further confusion the description should be generalized per attached proposal.

Recommended Action Items
From Hans' email 1/22/2014: I think that since a parent order number may need to be combined with a parent universal service identifier yielded the OBR-50 reference. But it is really about OBR-26, OBR-29, and ORC-8 being clean on what is order, result, observation.
Best to wait when V2.8 is published and then re-look at this to make final clean-up proposal. 26 June 2014 - propose that a final document be put together and presented.
11 July 2014 - Document attached above and ready for review.
Resolution
7/31/2014: Motion to accept as proposed Eric Haas, Rob Hausam, no further discussion, against: 0, abstain: 0, in favor: 13
