The INM & ITS Sig decided that ID/IDREF can't be used within the ITS (because of technical implementation reasons as will be stated in the motion).
This leads to a wider question: will the semantic concept of objects by reference exists within the RIM or the modeling and methodology

Support for "by reference" is provided by the Key and Ref update modes which are described in the Core Principles document
