Discussed whether this can be managed by just using quantity. Current rules say "constraint data type to INT for a group". But that doesn't work if using RIM for mapping or in OWL. If we add new codes, will need for both kind and instance. Need to consult PHER.

Agreed pattern process could be used in principle. Not clear that proposal can be ready in time for sufficient review prior to harmonization. Special harmonization call to consider is a back-up option
