Behavioral Health Data Exchange CrossParadigm IG: Project 800)

In Montreal, we discussed continuation of BH IG work. Initially meant to conform with CCDA. Other things came along like MU and FHIR. We have rqmt to exchange BH info with a variety of specialties, it became apparent that IG had to reflect more than one way of encoding the BH data. Probably want to look at the CrossParadigm IG. We re taking a V3 artifact (which describes our rqmts) and mapping the rqmts. to V2 Laboratory transactions, V3-based CCDA document, and the Access Framework profiles. Want to provide examples that are pertinent to the BH specialty.

Standards Privacy Impact Assessment (SPIA) Cookbook

In Montreal, the DESD approved the PSS. It goes to the TSC next ofr their approval. Outside of the formal approval process, Rick's been working with Diana on the process and has been able to make some adjustments to the process flows as well as some of the other content that's necessary for completing a PIA-type process for standards in HL7. It remains a work in progress. It's nearing a final draft. Rick will have more internal discussions and make more tweaks as needed.

PASS Audit Service Conceptual Model

Diana got confirmation from Russ Hamm that the PSS was unanimously passed by the FTSD. It now needs to be passed on to the TSC for their approval.

PASS Access Control Services Conceptual Model

Down to one negative vote (Bernd has not withdrawn his negative), but have gotten confirmation from him that he's good with all the reconciliations. Suspect he will not withdraw the negative until he sees all the changes in the document itself. Diana is going through the document and making all the changes as quickly as she can.

Joint EHR, Security, Privacy Vocabulary Alignment

Subject: Disposition of the HL7 Joint Vocabulary Alignment Project (EHR, Security, CBCC WGs)
Reed,

As you have acted as primary lead of our joint Vocabulary Alignment Project between HL7 EHR, Security and CBCC WGs,  I’m going to offer some facts, late-breaking news and my opinion on what is being discussed as disposition of this project.  At the HL7 meeting in Montreal this past week, the Security and CBCC Work Groups offered their complete and final documents and stated that objectives of the project had been met.  See details in the message from Mike Davis (below).
EHR WG Co-Chairs discussed this development and indicated that project disposition would be brought back for EHR WG review and consensus.  (This will be a topic, but not a vote, on next Tuesday’s EHR WG call.)
It is important to recognize that two key deliverables have resulted directly from the Vocab Alignment project:
1) Lifecycle Event Model, developed by Mike Davis and Diana Proud-Madruga.
It depicts each of the Lifecycle Events - using conventions of the W3C Provenance model - and resulted from our Vocab Alignment discussion regarding use of a common model to which vocabulary terms and definitions could thereby be mapped from multiple models and perspectives (e.g., ISO/HL7 EHR and PHR System FMs, HL7 Security Classification, Federal Health Information Model (FHIM), maybe the emerging Clinical Information Model from HL7 CIMI).  More details in Mike’s message below.
2)  Revision and Upcoming ISO Ballot:  DRAFT ISO 21089 - Trusted End-to-End Information Flows
Extensive updates to DRAFT ISO 21089, Section 3, Terms and Definitions, were captured (in large part) from the  Vocab Alignment project and were posted for ISO TC215 review on 13 March 2016.  In Vocab Alignment we agreed that ISO 21089 is the next formal iteration of the lifecycle events, including three new events and a major refresh of terms and definitions.  Currently we step lifecycle events forward through iterations of ISO 21089, ISO 10781 and ISO 16527 (ISO/HL7 EHR/PHR System Functional Models).
ISO 21089 is being promoted to a Technical Specification, first level normative.  ISO 21089 was first published as a Technical Report (informative) in 2004.  On Friday, 6 May 2016, ISO TC215 (in plenary session) agreed to move ISO 21089 forward to DTS ballot, set to start around 1 August 2016.  The DTS draft is available to members of your ISO National Member Body.  In the US, information regarding US TAG membership and access to review and comment on ISO DRAFTs is available from Lisa Spellman (Lisa.Spellman@ahima.org<mailto:Lisa.Spellman@ahima.org>).
Opinion:  I agree with Mike, and the HL7 Security and CBCC WGs, that the Vocab Alignment project has achieve its  objectives and should be declared “final and complete”.  From our discussion in Montreal, there will be no further Security or CBCC WG resources allocated to this effort.  It is no longer a joint project.  It has reached a conclusion.  Vocabulary definition and consistency is still key to the EHR WG and can be taken up separately, in a new PSS if appropriate.

This conclusion will allow us to focus energies on other key EHR WG endeavors over the next several months, including:
a)  EHR as Legal Record, fully engaged in RM-ES WG, working on two ONC requests:  1) savings/benefits (as fact and  prospect);  2) crosswalk of MU 2015 Edition to EHR-S FM R2 (showing key gaps from a EHR as Legal Record perspective)
b)  EHR Interoperability Assessment RFI, published by ONC, comments due 3 June
c)  EHR System Reliability Assessment
d)  EHR System Usability Functional Profile, based on EHR-S FM R2, with HIMSS experts now engaged
e)  Meaningful Use Functional Profile for 2015 Edition, (see (a) above), 70+ Test Procedures now captured and are now being analyzed for corresponding EHR-S FM R2 functions and conformance criteria and more…
