MEETING MINUTES (Draft)

HL7 Implementation Guide for CDA Release 2: Privacy Consent Directives, Release 1 - Ballot Reconciliation Update

  • CBCC WGM attendees voted to move forward with a recirculation ballot.
  • Additional Notes:
    • Recirculation ballot acknowledges negatives but allows ballot to move forward toward publishing.
    • Ballot is approaching its one-year date and decision needs to be made whether to re-ballot since there are remaining negatives.
    • Suzanne is receiving updates/consensus on dispositions, along with removal of negative comments/votes.
    • Made headway for contacting persons with remaining negative comments/negative votes at the WGM.
    • Persons with remaining negative comments/vote have been notified of recirculation ballot.
    • Ioana will initiate recirculation ballot materials.
    • Recirculation ballot takes approximately two weeks for completion.

Security and Privacy Patient Friendly Natural Language for Consent Directives - Update

  • New DRAFT version was sent to Security and CBCC listservs.
    • Latest DRAFT version is posted in gForge.
    • To date, we have only received back one set of comments.
    • Latest DRAFT contains additional information found in NCVHS letter to the HHS Secretary that recommends how HHS should handle certain defined categories of sensitive health information in particular contexts (Recommendations Regarding Sensitive Health Information).
  • Latest DRAFT version will be resent out to Security and CBCC listservs in hopes for additional comment.
  • Rick is working to create a process flow that guides the patient through each step of the patient friendly consent directive example. The flow diagram allows the patient to select a security "slider" that applies either High, Medium or Low settings to choices at each step of the consent process (this follows the example of Internet Explorer's High/Medium/Low security settings, where a patient's choice for a High setting is most restrictive in terms of sharing PHI, a Low setting is least restrictive, and a Medium setting is in between).

Lynn Laasko has been contacted to confirm if a new PSS is required to ballot this document for the May 2015 ballot cycle.

Data Provenance - Review and vote on proposed ballot dispositions

The ballot reconciliation remains in progress, as those individuals with outstanding comments were not able to attend this meeting for in-person reconciliation.
