FHIR publishes its content under the Creative Commons 0 license. As such all material must be eligible for inclusion under that license or receive explicit approval of the FHIR Management Group who will ensure that the material is necessary and is surrounded by appropriate language describing the licensing variation.
All committers to the FHIR project are expected to read and agree to abide by Chapter 16 of the HL7 Governance and Operations Manual (GOM).
