Mapping project

• Robert walked through the proposal he'd sent out to the list
• Discussion about whether we should create a formal PSS
• Lean towards it being a FHIR.org project as it's not about the "standard", but more about implementation support
• Grahame will work w/ Robert to recraft the proposal as a candidate FHIR.org project
