• CR 13882 -- Change Consent.provision to 1..1
• CR 13883 -- Have the values within custom valueset ACD, Research, Privacy, Treatment
• CR 13884 -- Subdivide the current Consent.category codelist and move the other types to spearate codelists

          -- Should we create a U.S Realm codelist by moving US specific codes to their own list.
          -- pull out Jurisdictional in general (except for U.S. REalm) leaving only more generic

• CR 13885 -- Discussion on what role and clarity on the use case.
