- Reviewed CR 13505 Add refernce to practitionerRole to various elements
- Add PractitionerRole to ConsentingParty and Rule.Actor.Reference
- Some conflict between Actor.Role and PractitionerRole. Some discussion will be needed to resolve when either is used.
