- CR 13420 Consent - No sharing and no Break-Glass
- Need to create example that means BTG is not allowed
- Makes a potential that a Provision.Type is needed at the root.
- Create CR for Policy.decision as 0..1 as codes from ActConsentDirective
- Potential to change provision.type to ActConsentDirective but unnecessary due to nested provisions.
- Some discussion regarding Source.Reference([RESOURCE].Identifier) vs. Source.Identifier. Ultimately,Source.Reference must be a FHIR resource, Source.Identifier can be anything.
- How can a Consent Resource be a source for a Consent Resource? If the organization doesn't have a specific policy or set for consent
- Consent.Policy links to the policy/law/regulation, etc. which is needed in cross-boundary exchange on resource and consented organization. Many US states will only adhere if there is an MOU.
