    • General consdiered the Magic URLs as not a good solution, and having a codable concept as a replacement as the codable concepts can include URIs. Codable cocepts can be descriptions only and that has been requested by the industry.
      • Can be a code from an HL7 value set and codes as XACML policy
      • John M/Iona move Change policyRule element from URI for Opt-in/Opt-out to a codable concept using the V3 ActConsentDecision as a base set.
      • This changes text, obsoletes the Magic URIs and adjusts examples.

  • Discussed use case brought out by Grahame.
    • additional use to query type of consent if the patient X has authorized Actor A to have Y access to Z data (Organization St. Mary's has treatment PoU Read access to Bob Smith's observation 1234)
    • duplicates HART's work and/OR cascading OAuth query/authorization response
      • can be turned into a service request resolving to permit/deny
    • a mock up may be useful with an example.
  • Discussed and closed 10714 as fixed by the sue of device with a location element as the actor.
  • reviewed 13297 http://www.hl7.org/fhir/STU3/valueset-consent-content-class.html does not expand
    • should review with Grahame about how to manage as this is a huge list.
