- General consdiered the Magic URLs as not a good solution, and having a codable concept as a replacement as the codable concepts can include URIs. Codable cocepts can be descriptions only and that has been requested by the industry.
- Can be a code from an HL7 value set and codes as XACML policy
- John M/Iona move Change policyRule element from URI for Opt-in/Opt-out to a codable concept using the V3 ActConsentDecision as a base set.
- This changes text, obsoletes the Magic URIs and adjusts examples.

- a mock up may be useful with an example.

- should review with Grahame about how to manage as this is a huge list.
