Issue
There appears to be an error on ObservationRange.value and Criterion.value. They both have type "ANY CWE", which is illegal as far as I know. (I think this is a tooling problem. Deleting and re-adding the attribute fixes it).

Agreed that this is a tooling problem that needs to be referred to the tooling committee. Rik to look at fix with current tooling, Charlie to follow up with tooling committee if necessary.

ObservationRange.value and Criterion.value fixed in v0.2.4.02 of CSP. This appears to be an issue with the RIM as it had Observation.value defined with a named vocDomain and a vocStrength of CWE! - CVB
