Issue
Need to be able to indicate that a clinical statement is not intended to be interpreted independently of a related reference range or condition.
Recommendation
Add seperatableInd to Observation.referenceRange and ActChoice.conditions with cardinality [1..1] and conformance Mandatory.
Rationale
If it is not possible to state that the target should not be separated from the source, then the recipient will not be aware that the sender did not intend this to happen.

- Friendly amendment that the attribute should also be added to the 2 ‘precondition’ act relationships

- CR to have cardinality and conformance altered.
