Issue
Add the ROL segment to the VXU^V04 message to allow the exchange of the Patient Primary Care Provider Name and ID.
When PD1-4 was withdrawn in v2.7, the ROL segments was added (or was already present) in the ADT messages to message the PCP, but Chapter 04/04A which also use PD1 were not updated where ROL wasn’t already present.
Recommendation
Update Chapter 04A to add ROL to the VXU^V04 message.

Note the difference in the relative positions of PD1, NK1 and ARV in the ADT and VXU messages.
Bonus Proposal (at OO discretion): Update other messages in Chapter 04 (including orders and pharmacy messages) to also include ROL after PD1. For example, the OML^O21 doesn’t include the ROL after PD1 and has no way to message the PCP.
Rationale
In version 2.7, PD1-4 (Patient Primary Care Provider Name and ID) was withdrawn and replaced with the following text:
- Definition: The PD1-4 field was retained for backward compatibility only as of v2.4 and withdrawn as of v 2.7. The reader is advised that the ROL segment is now used to convey more complete information about the primary care provider.
Unfortunately, the ROL segment has never been added to the VXU^V04 message. Because of this, there is no technically valid way to message the PCP when exchanging vaccination event data. Often, reporting on vaccination rates is performed at the provider level. To accomplish this, an “owning” provider needs to be identified and usually that is the PCP.
