1) address the Media issues as well as GF#10118 (related types) and GF#14034, GF#13347 - I explain a proposed solution in Zulip with pictures!! see if we can at least move forward to put in the draft for comment Ballot as trial balloons with a note to ballotters for comments

- discussion to add PartOf from extension to inline element porposed will adding tracker and include as a substantive change with note to ballotters
2) Using Codes : GF#13318 - add the proposed text to the notes section. (with some minor edits) and see if we can at least move forward to put in the draft for comment Ballot as trial balloons with a note to ballotters for comments.
