As instructed by HL7 headquarters, this quarter had been reserved for the introduction of the Patient Administration Work Group to any new attendees. Since there were no new attendees, the group went around the room and explained their role and their work within their organizations and how they use HL7 specifications or work products within their current work role.
After this, the work group moved on to review and approve the agenda for the week.
Alex moved and Irma seconded to approve the agenda.

Minutes/Conclusions Reached:
The WG discussed the issue of date/time birth. This seems to be an issue if systems normalize the birth date to their local time. This can present an issue in that the birth date may change. This was discussed many times during the PAWG telecom. However, it seems that the interested parties are not available to discuss with PA.
The proposal in the email string reads “HL7 should add a constraint to PID-5 as well as v3 Person.birthTime such that the birthdate is always expressed in the local date/time of birth when/where the birth took place with no conversion.”
The WG discussed this issue but felt that to come to an actual actionable position, the parties raising the issue should be present.
Brian moves and Nat seconds, that the WG ask those who raised this issue to submit a formal proposal instructing how to handle the date/time zone.
