Meeting Minutes (DRAFT)

Meeting minutes for May 5, 2015

Unanimous approval of meeting minutes for May 5, 2015

PFL for Consumer User Interfaces - Ballot Reconciliation

  • Block vote of easy dispositions (i.e., spell check, double entries) - delayed to next week's meeting
  • Ballot reconciliation
  • Comment # 47 - For VITALS, VITAL SIGNS, does the VA include a pulse oximetry with routine vitals? If so, does O2 SAT need to be added to VITALS? (Greg Staudenmaier)

Disposition updated to: Not related

  • Comment # 55 - In my opinion, "Allergic Reaction" and "Allergy" are two different but related concepts so just "Allergy" cannot be used in lieu of reaction at least in a clinical context. For example, I may have a Allergy from a substance say Pollen and allergic reaction may be Cold or Sneezing or Itching Eyes. (Ioana)

Disposition updated to: "We redefined "Allergy" as "intolerance to a substance" and "allergic reaction" as "allergic reaction""

  • Comment # 56 "Assessment" may be more appropriately defined as "Review" or "Interview" as one of the options from the last column. "Report" is outcome or result of an assessment. (Ioana)

Disposition updated to: "Added an additional "assessment" term so that one term is "assessment (the evaluation itself)" and the second term is "assessment (the outcome of the assessment)""

Data Provenance

No update provided.

HL7 Paris WGM Meeting

WGM FHIR Contract profile from the File Consent Pull FMG: as a result of comments made against the FHIR DSTU, the proposal was to separate the FHIR Consent from the FHIR Contract. Even though similar in content, the use/application were oftentimes different

  • contract: financial values
  • privacy consent: would be different

If CBCC felt they were different enough, then we will give ownership of Consent Resource to CBCC

  • The FHIR MG did not understand the difference between what we call the consent resource and related terms (i.e., advance directives and the privacy consent in the way we are using it, consent to treat...). If combined, then maybe contract is the word to use

Proposal: It was agreed to by Security WG, and the FMG that consent is to be owned by CBCC

  • Let's not make this more vulnerable to constant comment in regard to the consent profile
  • Maybe consider calling it a privacy consent (making it more specific)
  • When originally designed, the idea was that resource could be profiled for these different purposes
    • Preference would be to leave it as is (privacy policy, security policy...)
    • Agreement would be to evaluate further and come back...make further enhancements, and come back to the group.
  • Separate consent and contract
  • Separate contract (including all other consents such as consent to treat, advance directives) and privacy consent

Further discussion needed with FHIR and Security. This discussion needs to include Paul Knapp, John Moehrke, and Josh Mandel.
