Agenda
- Agenda Review, Attendance
- (NOT READY) Approve FHIR CD June 29 Meeting Minutes
- FHIR Consent changes made by Grahame - update
- * 'author' change to ____?
- open issues discussion (see wiki)
- Kathleen has edits that are not in the track yet re tracker capabilities/tracker needs (ready for review?)
- Discussion: will we go to ballot without profiles?
- is it too late to place profiles (given a compelling case?)
- we can with a note that they have not yet been approved
question: should author remain as 'author' (a known resource)... Assumption: what did we mean the author element to be... definition was ambiguous
- the author is probably not the word--HL7 meaning id different. author can explain the sections of the document. In a patient who is agreeing to the consent--they are not the author. NHS handles/has put together consent polices and selctions critiera, patient elcts a policy
- recommend renaming to signer or party or agreer consent signature(an ASTM code)
- what matters is who agrees to
- which org has given the consent and who signs it - this is the information we need to captures
- patient digitally or wet signs a consent (legally signer responsible)
note party is used in a general sense other areas which may cause more confusioin (grahame)
consent organization = grantee and not legally accountable for signing the consent (organization is managing the consent, consent management system)
- need to separate out the actor to see an element... separate from a dignital signature it might be better to stop the discussion and write a proposal
- Kathleen is adjusting her comments to include the above and sending out to the group
- I need to know which records are affected when the consent is signed...useful for provenance
- what consensts apply to the patient...
- what are the active consents (not those revoked)
- there is already a state in the current model to look for active
- (GG) the actual resource; where signature is a noun and not a verb; from the discussion I would use signer
- (RH)add multiple signers such as 'both parents'
- (J) consentor in simple terms is the person nodding their hear
- can consentor = consentor signature
- could we add a code that designates what capacity the consentor
use case brought forward by Oliver
Ken S wants to amek sure that constor is an ID and not a 'field' meaning
- it will be just like autor as today but called consentor and requirements will be more clearly written... the one who has agreed; its not an element with a type... more like consent patient or consent author; where its meaning is defined as part of the element. if there is moe than one, then they must all be consentors--they are all part of the party signing the consent
Ken - does not want a caretaker or legal person accountable for paitnet to be lumped in as the patient as to whom the consent is for
- ther eis an element for patient; there is a different element for consentor
Care Team:
- can be individualized rather than give permission to the entire team because the reality is that memebers of the team may change
- Kathleen will put in a CP so that the group can think
- add to recipient
