The description of the value set is "This value set includes all the "Clinical finding" Snomed-CT codes (i.e. codes with an is-a relationship with 91723000: Anatomical structure)". The actual hierarchy referred to is "Body structure" top level hierarchy. It explicitly says that the value set members must have a IS-A relationship to 91723000. This is too restrictive as there is a much richer hierarchy under the immediate children of "anatomical structure" Would recommend that the description state "all subtypes of 91723000" must also decide whether this includes the top level concept.
