A Structured Documents Working Group (SDWG) Internal Working Document (IWD) has no normative status. IWDs are used to help gain consensus and maintain consistency across specifications. IWD contents become normative only as their contents are formally balloted. The ultimate objective is that all Structured Documents artifacts are internally consistent, and consistent with the contents of SDWG IWDs.
