P534 New SS and CWES data types

Description

Add two new data type called SS (string with suffix) which has two components(string and string) and the CWES which uses the SS for component 1.

JUSTIFICATION DETAIL:

Add new data type called SS (string with suffix) which has two components(string and string). Add a new data type called CWES (Coded with Exception and Suffix) that uses the new SS data type as the first component, but otherwise is identical to the CWE data type. The purpose of this data type is to correct a long standing problem with the use of Observation suffixes in Chapter 7. This is intended to support the Observation suffix as described in chapter 7, section 7.2.3. Although Observation suffixes have been described as part of the standard for a very long time, it has never been supported by the CE data type defined for OBX-3. The new CWES data type is an attempt to enable legal use of observation suffixes. There is a companion proposal for Chapter 7 to use the proposed CWES for OBX-3.
