Issue

Currently ELR R2 uses PID.35 (Species) to support animal rabies testing for human public health reporting. 

This element is "RE" in ERL-R2 but "X" in LRI

and thus is  a non-conformant profile. per LOI ballot #97 PID.35 was made O "Optional". 

Note: This is not intended to expand LRI into the veterinary laboratory space but only for public health testing of animals in relation

to human health.

Recommendation

Change the usage of PID.35 ( Species) from "X" to "O".

Rationale

To align with LOI and support the PH profile ( ELR-R2)
