Grahame motioned that the Template SIG has decided to go ahead with another ballot, and that we go as a DSTU with the expectation that this would be the last ballot as a DSTU. IT seconded. For/Against/Abstain: 4/0/0.

Galen will file the Intent to ballot.

Discussed whether perhaps we should drop content regarding Template Registries. JK argued that controversy over this subject is distracting and preventing forward movement on the main body of the documents which is less controversial. GG and MS felt that discussion of Template Registries is indeed germaine as it is useful to inform implementations.

Discussed the issue of incomplete templates. Many of the unresolved negatives deal with this controversial subject, and yet the resolution of this topic is dependent on M&M.
