The V3 Ballot Web Site (also referred to as the Ballot Publication) or Development Edition is a publication of the HL7 V3 standard documentation which contains the latest ballot versions of all domains. Begining with the January 2010 Ballot Web Site, Normative domain content has been dropped from the Ballot Web Site and replaced with instructions on how to find and obtain the Normative content from the V3 Normative Edition (published yearly) in either CD or electronic distribution. In addition, domain content that has not balloted for the two previous cycles is also removed from the current Ballot Web Site and replaced with instructions on how to locate that content in previous Ballot Web Sites.

From a developers' standpoint, the Development Edition contains the very latest materials availabe for ballot from WGs. From a standard reviewer's stanpoint, the Development Edition contains domains whose contents are subject to the ballot process. From an implementer's perspective the Development Edition is a specification with beta status - there may be significant changes before its contents become normative. Implementers who intend to implement a Normative standard or Draft Standard for Trial Use are referred to the V3 Normative Edition for corrected and validated content. Additionally, Draft Standards for Trial Use are available for download on the HL7 DSTU Comment site on the HL7 Web Site.

The V3 Ballot Web Site is published three times a year; its name is derived from the Month and Year of publication. The latest V3 Ballot Web Site was the January 2010 ballot. The May 2010 ballot is upcoming.

Prior to 2005 the Development Editions were numbered:

  • December 2003 - Ballot 6
  • March 2004 - Ballot 7
  • August 2004 - Ballot 8

A V3 Ballot Archive page linking to the current and past available Ballot Web Sites is available at www.hl7.org/v3ballot/html/index.htm. The Archive page also links to the ballot source used to produce the ballot and to the Download pages for those ballots.
