I propose to change the wording to what it used to be in the version 2 standard, that I found to depict the story better: ""...In short, the syntax is YYYY[MM[DD[HH[MM[SS[.U[U[U[U]]]]]]]]][+|-ZZ[zz]]" where digits can be omitted...""
