Data Types Issue 48: CS element form
Introduction
The XML ITS describes an element form for CS, but there appears to be no known case for using it.
Proposal
Propose to remove the Element form for CS, and leave only the attribute form.
This change will be backward compatible.
Discussion
Thurs Q1 May 2006: approved in committee - there is no use for an element form of CS
Editors note: This is an error. There is a need for the element form (for example, for Participation.subsetCode, and others). This change will not be implemented.
