Ballot Reconciliation
Reviewed and refined comment 45 concerning the absence of first class object Map Set. The comment was found to be persuasive and the following were proposed: "Propose to update the model and the text to represent Map Set as a first class object with the understanding that this will not change the functionality and it is not a substantive change (already present in the PIM).
