Issue
Need to communicate the time during which the responsible party is responsible for the associated activity.
Recommendation
- Add the time attribute to the responsibleParty participation in the CS model.
Rationale
There may be clear time frames during which a particular public health organization or jurisdiction is responsible for a public health investigation.

Recommended Action Items
Add the following attribute to the responsibleParty participation:
- time – IVL<TS> [0..1] optional
- The time during which the participant is responsible for the Act.
Resolution
29-Jan - Motion to accept. Austin Kreisler, Charlie Bishop
Should consider time stamping on associations with cardinality more then one. This should done as separate change request if desirable. So no change to the motion.
