Issue
Need to communicate the time during which the responsible party is responsible for the associated activity.
Recommendation
- Add the time attribute to the responsibleParty participation in the CS model.
Rationale
There may be clear time frames during which a particular public health organization or jurisdiction is responsible for a public health investigation.

Recommended Action Items
Add the following attribute to the responsibleParty participation:
- time – IVL<TS> [0..1] optional
- The time during which the participant is responsible for the Act.
