Add Grouper Act Class Code to Organizer

Issue

CDA R2 did not support the Grouper Act class code as an Organizer. This class is used in the V3 Laboratory result domain.

Recommendation

• Add the GROUPER act class code to the CDA Organizer value set. This can also be accomplished by supporting the current full Clinical Statment model.

Rationale

Needed for laboratory reporting.
