Quality Criteria

1. Name parts should be sent in the following order: prefix/given/given/given/family/suffix (will not be perfect for all names - 'Ludwig van Beethoven')
2. Standard narrative is August 15, 2015 and 08/15/2015 for large tables.

• time in the narrative - Military time?
• effectiveTime - Timezone offset?
• codeSystemName? Consistent one?
• displayName?
• id tags? normalize or not...
• id/@root + extension
