      • Brett introduces topic. Sponsoring WG is listed as Structured Docs because US Realm is not a balloting WG. Brett asks about external content section - he noted what was reflected in the PSS as some external content coming from Argonaut. Calvin asks if there is an MOU with Argonaut; Brett isn't aware of one. Wayne notes that Argonaut is a different type of agreement because Argonaut isn't a standards organization. Calvin wonders if they have any IP stipulations. Lorraine noted that ARB did review and there was a note that any IP issues should be sorted out before balloting. Need to follow up on anything that may need to be signed or updated. Ed: Products from Argonaut are coming into HL7, and Argonaut is likely to become part of FHIR Foundation.

      • Austin asks if Brett will be working with Lynn to switch the sponsor over to Structured Docs? Lorraine noted that on the PSS, US Realm was the sponsor and we said the work would be distributed to responsible WGs. Austin: If SD is going to be the lead WG for the ballot, they SD should approve this since they're on the hook. US Realm can endorse it but Structured Docs should officially approve it. Work for this is going to come from a variety of groups - Ed wonders if it is appropriate to transfer it to US Realm. US Realm is listed as sponsor and Structured Docs is listed as cosponsor. Lorraine: We just don't want to do content here; we're the triage.
        • FRIENDLY AMENDMENT to MOTION: A request should go to Lynn to make US Realm the sponsoring WG and move Structured Docs down to cosponsor.
  • Discussion:
    • Relationship between USRSC and FHIR Foundation
      • Ed introduces topic. Distinction between HL7 and FHIR Foundation is still being worked out. HL7 has total responsibility for creating the standards and FHIR Foundation deals with issues of implementation. How does the US Realm fit? Much of what we talk about here is implementation, but we play in both fields. No discussion in FHIR Foundation yet over whether or not they'll have a US Realm component. Wayne: FHIR Foundation will only focus on implementation, and this is a standards development activity. Ed views some of our activities as being in the implementation area, particularly with the ONC. Meaningful use is an implementation, not a standard. Hans doesn't see US Realm as participating in implementations, but that doesn't mean that a relationship with FHIR Foundation is unnecessary. Ed agrees that this is resolved and US Realm is not working on implementation in the same way that the FHIR Foundation is doing. US Realm is related only to the creation of HL7 specification at any level of balloting; any implementation is outside the scope of this committee.
