Dealing with Project Health for MnM

Recent publication of the most recent analysis of Project Health (by Dave Hamill) led MnM to review its projects, Particularly those that are off schedule. This led to the following actions on projects that MnM sponsors:

Prj 221 (Common Message Element Types (COCT) Release 8)

This project was superseded by Prj 908 (CMET Ballot Versions 3 to 9 as ANSI CMETs Release 3) which is close to finishing. Agreed that Prj 221 should be withdrawn.

Prj 363 (Annual Balloting of HL7 Reference Information Model)

Is fine, but needs to be advanced one year to get ready for Balloting RIM R6 next year.

Prj 710 (Reaffirmation of Previous Normative CMET Ballots)

This project was superseded by Prj 908 (CMET Ballot Versions 3 to 9 as ANSI CMETs Release 3) which is close to finishing. Agreed that Prj 710 should be withdrawn.

Prj 750 (Data Types R3)

Agreed this remains an important task, but should probably be slowed until greater experience with FHIR which may indicate additional DT changes that are needed. THere fore wish to slide the project about 18 months, making the "Next Milestone" be the WGM in September 2013, and the "End" point in January 2015.

Prj 761 (Information Model Metadata Documentation)

MnM believes this is still a project that should be done, but that it is lower priority than those items currently consuming MnM. If it is possible to suspend a project MnM would like to suspend this project for 24 months. If suspension is not possible, then it will be necessary to withdraw this project and re-initiate it later.

Prj 809 (Interoperability Resources for Healthcare (IR4H) Methodology Design)

This is the project that will surround MnM's responsibilities to define the FHIR methodology. It was submitted when FHIR was just a spark in the straw. MnM would like to add a task to "Review and Revise" the project based on current understanding of FHIR, and set the milestone for that task at the January 2013 WGM. After that MnM will revise this project definition as appropriate.

Prj 887 (CMET Clean Up Work)

This project, too, was superseded by Prj 908 (CMET Ballot Versions 3 to 9 as ANSI CMETs Release 3) which is close to finishing. However, by nature this project may be needed to continue to encompass MnM's responsibilities to oversee CMET management. Therefore, propose to add a task to "Review and Revise" the project based on current status of CMETs, and set the milestone for that task at the January 2013 WGM. After that MnM will revise this project definition as appropriate.

Motion

By unanimous vote, MnM approved these steps.

Strategy for Developing FHIR Methodology

Lloyd McKenzie articulated a strategy for documenting the FHIR Methodology drawn around a structured set of "design questions", the answers to those questions, and links from those questions and answers to the precepts being developed by the FHIR Governance Board. The example questions are on the FHIR Guide to Designing Resources page on the Wiki.

By unanimous vote, MnM endorsed following this process.
