At the October 2010 Working Group Meeting an initial process was proposed. The diagram below outlines the process and the discussion that follows will describe the steps in the process

Register

In this step an individual can register a concept as an HL7 Innovation Concept. The registration will take place via the Innovations Listserv innovations@lists.hl7.org. There are three pieces of information required to register:

  • Concept Name
  • Contact Name and e-mail address
  • Problem or Issue addressed

Create Wiki Page

Once a concept is registered a Wiki Page will be established under the concept name. The Page Name will be the Concept Name. The page will be catagorized in the Innovations Category. The Page will initially contain the Contact Name and the Problem or Issue addressed. The registrant will be contacted to let them know the page is available. The wiki page can then be used to present information about the concept.

Present Concept

The concept will be sheduled for presentation at an upcoming Working Group Meeting. This will be the opportunity for intersted Work Groups to attend the presentation, ask questions and express interest in the concept.

Sponsor?

This decission point in the process asks if there is a Work Group, Commitee (TSC, PIC, PIC for example), HL7 Governance Group or the Board of Directors willing to sponsor the innovation concept. If a Work Group or committee identifies that it wishes to sponsor a concpet the sponsoring Group will be identified on the concept wiki page.

Shelved

If there is no sponsoring group the concept is shelved. Shelving a concept does not mean that it is rejected. A concept may not achieve a sponsoring group for a variety of reasons including bandwith within an interested Work Group or committee. A shelved concept will still maintain a wiki page and may work to achieve sponsorship or enhance its presentation and information materials. If a project is shelved and wishes to present at a future Working Group Meeting, it is the responsibility of the concept primary contact to request placement on the agenda for the Innovation session at that Working Group Meeting.

Sponsoring Group or Committee

If a Group or committee chooses to sponsor the Innovation Concept, the sponsor works with the Concept to assess the ability of the concept to address the identified problem or issue.

The Concept Wiki page should be updated with the following information

  • Sponsoring Work Group or Committee
    • The sponsoring Group or committee should be identified on the Concept Wiki page and a link to that page should be placed on the Sponsors wiki page
  • What will be assessed
    • There may be a number of aspects of the new concept that require assessment prior to a concept becoming a regular part of the HL7 tools and processes. Therefore, it may be necessary to conduct the assessment in stages. By identifying what will be addressed in the HL7 Incubator Process there will be a clear understanding of the expections for the testing or pilot.
  • What will be measured
    • By idenfifying up from what will be measured by the HL7 Incubator process there will be less ambiguity at the end of the process regarding the ability of the concept to address the issue or problem.
  • Expected completion date
    • The expected completion date allows those interested in the concept to set expectations for follow up.

Incubate

Once the criteria above has been posted, the conept moves into the Incubate stage and is an HL7 Incubator Project. Progresss should be posted to the concept wiki and

Assess

At the completion of the Incubator Project the results based on the identified measures should be posted. At this point there are 3 potential outcomes.

  • Shelve
    • Results were not met and there is no longer support for additional assessment at this time. The concept can solicit further sponsorship or request an update presentation at a future Working Group Meeting.
  • More Assessment Necessary
    • The concept required further evaluation. If this is the case the, the concept and Sponsoring Work Group should plan the next phase of work and identify:
      • What will be assessed
      • What will be measured
      • Expected completion date
  • Meets Expectation
    • The concept has been adequately demonstrated and moves to Adoption.

Adoption

The Sponsoring Work Group generates a Project Scope Statement and obtains the necessary approvals for the project. At this stage the concept becomes adopted by HL7. The concept wiki should be updated to reference the project scope statement and no further update of the concept wiki is necessary.
