Issue

Rationale

Believe ROL was added as after the chapter had been approved by the publishing WG in an effort to place ROL in all the possible places that might need ROL. Now that ROL is being replaced by PRT, it is recommended to depreciate ROL and not add PRT and then as use case become available add PRT only when it is clear they need to be added.
