Disregard Numeric Version When Linking

We currently have issues in several parts of the publishing process because the logic is requiring any version # follow the univeral identifier (UV##) to match up before creating a link. This affects: - artref links within storyboards - links in Interactions to transmission and batch wrappers To address this, we need to modify the publishing transform during the Quality Assurance test portion of the publishing build to find the mismatches and automatically create the correct link.
