This page summarized the discussion behind this proposal. Originally, it was named conformance level. But this name lead to misunderstandings, as this proposal does not deal with the conformance of an application, but the quality of the documentation. Therefore, it was renamed.

Discussion
This proposal currently contains two different aspects: a) the generic definition of conformance, compliance and compatibility and b) the request for publishing a documentation. The proposal should become part of chapter 2B in version 2.8.
