GDPR paper

  • Request for assistance on GDPR paper
  • Confluence article is first step to create document to outline FHIR resources and operations to manage GDPR requests such as disclosure or erasure. Erasure need unlikely due to public health and other overriding factors. Full information on the security GDPR wiki page
  • If demand exists, confluence article could be turned into a whitepaper and possibly an Implementation Guide.
  • wiki to be moved to Confluence, Gforge moving to Jira/Confluence. cut-off date unknown (unsure how that is being managed)
  • discussion
    • Microsoft is apparently sharing its GDPR protections with everyone
    • GDPR is not driving US Policy
    • baseline fines are very high (20 million euros or 4% of revenue, whichever is higher)
  • Meetings are 10am on Mondays - currently, two members from Italy, David Pyke, John Moehrke, Alex

Congress passes Mission Act - (applies only to the VA)

  • signed into law
  • indicative of their thinking; 38USC7332
  • the mission act allows healthcare information to be shared for treatment without prior consent
  • PPT to be presented by Mike next week on this subject
    • effectively removed consent to share for healthcare purposes for all VA members
    • Mike trying to implement security labeling in the VA
    • doesn't believe that the information itself is no longer sensitive; it didn't get rid of Title 38 in its entirety--needs to get further legal interpretation since the information may still be sensitive, therefore it should be labeled and the recipient will be notified this information has a level of sensitivity associated with it.

eLTSS Update - Irina

  • Irina sent an email to group, a drafted tentative schedule for white paper sections
  • would like to get 2,3,4,5 out by July for review
  • final sections, next steps by July 17
  • full draft to be completed by July 29 for initial content for ballot to allow to massage and fine tune for final content due date
    • request made to send information to entire CPCP list [cbhs@lists.hl7.org cbhs@lists.hl7.org]; Piper to send
  • PSS status should be good to go unless any other questions are made (date for approval has passed)

Piper's questions on CCD (May 24, initial e-mail) SNOMED MBH Clinical Reference Group is undertaking a review of EHR templates, note headings, section headings, and high-level content categories currently being documented at the point of care.

We are also considering a cross-vendor, cross-organization analysis of note headers and sections. The immediate goal of the work is to identify what data providers are currently collecting (and gaps in SNOMED and LOINC that prevent encoding these data). A secondary goal is to make sure the data can be represented for exchange using FHIR or CCD. One of the folks involved has worked extensively with the LOINC document ontology and would like to use findings from this effort to enhance the DO for mental health.

Couple of questions for you:

  • How does the LOINC DO fit with CCD specifications? Would a more robust LOINC DO for MH benefit the work you're doing on the MH CCD?
  • What's the best way for us to do this in collaboration with CBCC?

What are your thoughts?

suggesting that coding schemes in SNOMED/LOINC are sufficient? which may not be the best route for HL7...

FHIR Security Project Update

  • no update
  • call is scheduled for this afternoon

ONC efforts for TE Framework (Johnathan, Mike)

  • this activity is on-going
    • recommendations may be coming out that will affect us
    • trying to make sure the HL7 standards are incorporated into TEFCA (major objectives for MikeD); how TEFCA might affect Trusted Exchange Framework

Additional notes: HL7 administrative items to relay to HL7 members re: changes for replacements for wiki (to confluence), gForge, JIRA (David has relayed all the information he has); the timeline for conversion is in progress--still lots of testing going on, expecting to see additional updates in the upcoming months
