Motion: - explain normative resources with trial-use carve outs in the spec - metadata types: only ContactDetails is normative - data types: signature and sampleData are not normative - update all elements that use the non-normative data types

• Propose that FMG expand the definition of "normative" to allow for this kind of granular (element-by-element) maturity, with mixed-maturity content allowed inside a single resource.
