Expectation is that hospital “coders” actual do this work based on input from the practitioners who performed the encounter/procedures. The update to the indication to the new backbone element for diagnosis actually removed the procedure from the context, so is no longer available here. Need to revisit this. Options: 1. extension on procedure.encounter 2. Put the optional reference type on encounter.diagnosis.condition 3. new backbone element Decision for now is this is extension territory, and we will defer the item.
