Approve Meeting Minutes from October 13, 2015

International Patient Summary - (New item) - Rick

• PSS is available on Google Drive at International Patient Summary project
  • The artifact white paper mentioned in the PSS that will form the basis of the International Patient Summary template is also available at the above site.
• HL7 Structured Documents WG is sponsoring this project.
• Attempt to find a single document (International Patient Summary template) that can be used for exchanging patient information for persons traveling between Europe and USA.
• Also an attempt to determine vocabulary subsets that support data elements within the harmonized template.
  • Template will be based on HL7 CDA R2. Vocabulary subsets will be based on HL7 vocabularies, SNOMED CT, and other vocabularies as needed.
• Work on this project to begin in November. The project lead is Dr. Mark Roche (mrochemd@gmail.com). Subscribe to the Structured Docs WG listserv to receive forthcoming emails that will contain the project meeting information.

• Mike suggested Rick should initially get involved in the project to ensure that it leverages security labeling to protect sensitive patient information.

PFL received notice that IG has been published. has its own website that we may want to add; avaialbe for folks to look at unpublished form

• looking at the product guide, added a few corrections to send back to lynne

BH DAM working on the ballot comments, plan to review/vote on the ballot comments next on this call

PASS Access Control contininuing ballot reconciliation

• work being done in the security WGM meeting
• still need to determine if the changes required affect / are expansive change which will require a reballot
• if a reballot is needed we need to decide today as information is needed by Sunday

Vocabulary Alignment today's meeting was cancelled

• work being dong is generating conversation in other placed (i.e. lab requests,) 'air time from other groups'
• reed will be going to Bern for the TC 215 meeting
• Diana is hoping to send a cmore complete glossary with blank spaces (more of) filled in, w/properties
• more updates at next meeting

Interoperability Standards Advisory

• Draft 2016 Interoperaibilty Advisory Security and CBCC comments

• adoption is low?
• john, the HCS set of vocabulary has been put into the IG, FHIR, the NwHIN has been using POU--not for data labels but in user assertions, I'd like to give thismore pick than 20% adoption (suggest 20-40)
  • we should add why we think so..
  • indicate it is part of IHE XD family as well as DS4P us-realm in IHE (two others uses)
  • as well as FHIM
  • confidentialit codes...etc are being used often in HIExchanges, not sure about Direct
  • XDR and XDM have it....US realm call out for DS4P
• Kathleen will send out so that we can fix/add

terminology , content structure, transporting (3 sections)

add SLS any call on the adoption level here

• we are in th eprocess of impletmeenting this in the VA - potentially with partners
• john - unsure of adoption level
• mike - it is still lower... and definitely lower than the vocabulary, I am okay with '1'

HL7 Data Segementation for Privacy CDA IG II-N Segementation of sensitive information

• recommend - CDA confidential code on document level - als XD* - also in Direct XDR/XDM (optional)
• in the IHE specificiation you need to fill out at least one; but the xx (12:50) document allows none

changed Implementaiton mature to 'production at header and XD*' , and at 20%

HL7 Privacy Consent Directive CDA IG

• change to production at a low level -
  • we can potentially claim higher, where eDA document is used to record that a consent - that this encapsulates the BPPC component, and compliant in CDA consent Class

HL7 Data Provenance CDA IG Standards Process Maturity - final DSTUS Adoption level - 20% (compliant by accident... closer to 0 than 20) Implementation Maturuity - Pilots - ONC DPROV

HL7 Role Based Access Control RBAC Catalog

• adoption level increased to 40-60%
• ASTM roles = compliance in production

we've updated ASTM 1986 / XSPA/Provider Taxonomy - used in C-CDA's
