FHIR Decimal Precision

There was a long discussion on how to proceed to resolution to tracker item 8175. It was agreed that the precision of a given number cannot be determined from the raw value passed in the interface. The group did not reach consensus on how to proceed and came up with a number of possibilities including adding xs:double as a core type or adding a precision field to the Quantity complex type. The discussion would be taken forward to MnM.
