Core Principles Ballot Reconciliation
During the Orlando Meeting, we "completed" MnM Ballot Reconciliation for Core Principles. This included finding eight items from Microsoft as "Not Related" because the ballot spreadsheet submitted was identical to the one reconciled from the September 2010 Ballot.
Subsequent to that vote,
- I talked to Kathleen O'Connor and determined that the primary concern from her voter was the "place holder" designation for sections 6.5 and 6.6, and that she had submitted the same spreadsheet because she was up against the deadline.
- On further thought, I spoke to MnM Co-chairs in a subsequent meeting, and we agreed to place these two "place holder" summaries in the "Preface" (Notes to readers) where it will express intentions for the next release, rather than in the body of the document.
Therefore, I wish to amend the "Disposition Comment" for those three ballot line items (see below) and to seek a motion changing the Disposition from Not related to Persuasive with Mod.

Voter Comment
To be at all useful or credible as a normative cornerstone to HL7 v.3, the CPP should align and fully explain the currently balloted RIM version. There should be no "placeholders, e.g., 6.5 Negation Indicators in RIM Classes.
Disposition & Disposition Comment - "Persuasive with mod"
The comments are "Not Related" to the current ballot cycle, because they are IDENTICAL to the comments submitted by these voters for the September 2010 ballot and that were properly reconciled in items 190-197 of the spreadsheet posted in March 2011 before the current ballot opened.

Nevertheless, MnM has decided to move section 6.5 and 6.6, and express the "limitations" on current content and the need for future additions in the "Preface" (Notes to readers) of this document.

It is unacceptable to put placeholders in the CPP for substantial, non-backward compatible, arguably unnecessary changes of this sort in a document making conformance statements on use of the RIM. These should always be synchronized. If they are not, neither should be balloted.
